Why can’t digital broadcasts be recorded on DVD?

From the viewpoint of copyright protection, digital broadcasting (terrestrial, BS, CS) is a video with a limited number of recordings, which is “recordable only once” in principle.
To record this video on a DVD, the conditions are
(1) the disc is CPRM compatible, and
(2) the disc is formatted in VR mode
.
Also, only DVDs supported by the device can be recorded. Therefore, depending on the DVD recorder, if the model cannot use the CPRM compatible DVD-R, or if the model cannot format the DVD-RW in VR mode, digital broadcasting cannot be recorded on that DVD. Regarding this point, please check the DVD that can record digital broadcasts in the instruction manual of the DVD recorder.
